The Complete Guide to Aurora’s Growing EV Charging Network

Drive down Parker Road or East Colfax in Aurora these days and you’ll notice something that barely existed a few years back: rows of EV chargers parked next to coffee shops, grocery stores, and highway exits. That’s not random. More than a quarter of new cars sold in Colorado are now electric, and someone has to keep all those batteries topped off.

Aurora is tackling that from a few angles at once, interstate charging hubs, grant money aimed at neighborhoods that usually get skipped, and battery-powered stations that dodge years-long utility delays. Here’s what’s actually going into the ground, and why it’s happening where it is.

None of this happened by accident, either. It’s the result of overlapping decisions by highway authorities, state lawmakers, a utility company, private charging networks, and city planners, all working from different playbooks and, occasionally, at cross purposes. Understanding where the money comes from and why certain roads got priority explains a lot about which parts of Aurora are charging-friendly right now, and which parts still have some catching up to do.

Where the chargers are going first

Aurora stretches across three counties east of Denver, home to more than 381,000 people, and its roads carry a lot of weight: commuters heading to the airport, freight trucks rolling through on I-70, and everyday trips to the grocery store. Its location also puts it next to two major freight and travel gateways, Denver International Airport and the newer Colorado Air and Space Port, both of which push a steady stream of vehicles through the city. Not every road needs the same kind of charger, which is part of why this buildout looks scattered if you don’t know the logic behind it.

Interstate 225 is a good example of why. It runs alongside the R Line, a 22-mile light rail route, so the corridor has to serve two very different kinds of drivers at once. Commuters who park all day near Metro Center Station, a roughly 60-acre development zone, or the Colfax stop by the CU Anschutz Medical Campus and the Fitzsimons Innovation Community, a growing cluster of hospitals, research labs, and biotech offices, mostly want a regular 240-volt plug they can leave charging while they’re at work. Rideshare drivers and highway travelers passing through want the opposite: something that fills the battery in minutes so they can get back on the road.

Interstate 70 and Interstate 25 tell a different story. These carry heavy freight, and I-25 already loses millions of hours a year to truck delays during peak congestion. As delivery trucks go electric, they’ll need chargers far more powerful than anything a passenger car uses, potentially over 1,000 kilowatts per truck.

New interchanges near Picadilly Road and Aerotropolis Parkway, close to Denver International Airport, are already expanding to handle that kind of logistics traffic, and the charging infrastructure is expected to follow the same footprint.

Then there’s E-470, the 47-mile toll road running along Aurora’s eastern edge at 75 miles per hour. It moves a lot of airport traffic and long-haul trucks trying to bypass downtown congestion. Fast chargers along this stretch matter for one simple reason: nobody wants to worry about running low on charge at highway speed, miles from the next exit.

City streets carry their own load, too, just at a slower pace. Colfax Avenue is getting a bus rapid transit upgrade, which means more public charging is needed for the dense apartment buildings that line it. Havana Street is going through its own signal and traffic upgrades to handle heavy retail volume, and it’s becoming a similar kind of priority corridor.

Parker Road already has retail centers with fast chargers built into the parking lot. Mississippi Avenue and Quebec Street do quieter but equally important work, linking residential neighborhoods directly to jobs at Buckley Space Force Base.

Who’s actually paying for this

Building a single fast-charging hub can run into the hundreds of thousands of dollars once you count the equipment, the concrete work, and the electrical upgrades. So most of this isn’t happening on private money alone, and honestly, it couldn’t. The economics don’t work yet in every neighborhood.

Colorado received $56.5 million in federal funding through a national EV infrastructure program, spread out over five years. The catch is in the fine print: federal rules say these stations have to sit within a mile of a highway exit, and no more than 50 miles apart from each other. That’s designed to make sure a driver can always find a charger during a long-distance trip. It works well for interstate travel, but it leaves a lot of the actual city uncovered, since most people aren’t charging their car a mile from an on-ramp.

That’s where the state stepped in. Through a 2021 state law, Colorado created a fund called the Community Access Enterprise, which can pay for chargers anywhere inside Aurora’s city limits, not just near highways. A neighborhood convenience store or a shopping center a few miles from I-225 can qualify just as easily as a spot next to the interstate, which fills in a gap the federal money was never built to cover.

There’s an equity piece worth knowing about, too. Colorado uses a mapping tool to steer grant money toward lower-income and heavily polluted neighborhoods, the kind of places that tend to get skipped when private companies pick charger locations based on foot traffic and profit alone.

Developers building in those designated census tracts get an extra $5,000 for every charging port they install. The goal is fairly simple, even if the mapping behind it is not: make sure renters along Colfax and in northern Aurora, who usually can’t install a charger at home the way a homeowner can, still have one within reach.

That grant money is also reshaping who’s actually building the stations. A handful of companies have picked up the bulk of Aurora’s recent awards, and each is playing a different angle:

Notice the pattern in that list. Nearly every fast charger in Aurora sits next to a grocery store, a big-box retailer, or a strip mall, not by coincidence but by design. Fast charging still takes 15 to 30 minutes, so charging companies want their stations somewhere a driver would already be spending that time anyway. It’s a lot easier to justify plugging in when you’re also picking up dinner.

A few things worth knowing about these networks, since they don’t all work the same way. Tesla’s Superchargers at Parker Commons and Mississippi Avenue now accept other car brands too, since Tesla opened up its plug standard industry-wide. At full power, they add around 200 miles of range in about 15 minutes, which is roughly the time it takes to grab coffee and check email.

Electrify America teamed up with Walmart, so drivers can charge at up to 350 kW while getting their shopping done, turning what used to be dead time into an errand you were running anyway. EVgo took a similar approach at King Soopers on Colfax and at Bristol Village near Buckley Road, and its stations let registered drivers start charging automatically the moment they plug in. No app, no tapping a screen in the cold.

Southlands Town Center is a bit of an outlier. Its JOLT chargers are much slower, closer to what you’d get plugging into a home outlet for a few hours than a highway fast charger, so they’re built for shoppers topping off while they browse, not drivers trying to hit the road again in fifteen minutes. The stations used to be free and ad-supported. They’ve since switched to a paid, app-based system with a two-hour parking limit, so don’t plan on leaving your car there all afternoon.

Xcel Energy is picking up part of the tab

Charging companies and government grants aren’t the only ones footing the bill. Xcel Energy, Aurora’s electric utility, got approval from state regulators for a $110 million plan to help pay for the grid upgrades and equipment this buildout requires.

Businesses and property developers can apply for a commercial rebate to help cover the cost of installing chargers, though it’s capped at $1 million per project and $5 million per company per year, so it’s not going to bankroll a citywide network on its own. Homeowners get a smaller but more accessible version: rebates of $500 to $1,300 toward home wiring and a Level 2 charger, with the exact amount depending on income. The tradeoff is that you have to sign up for time-of-use rates or a program that lets Xcel manage when your car charges, usually shifting it away from the hours when the grid is under the most strain.

The trick that skips a multi-year wait

Here’s the part most drivers never think about, mostly because there’s no reason they should. Plugging in 16 fast chargers at once can draw as much power as an entire office building or a small residential subdivision. That’s not a small ask for the local grid. Normally, giving a site that much electricity means utility crews digging trenches, laying heavy cable, and installing new transformers. That process can take 18 to 24 months under normal conditions, and up to five years in the busiest, most congested parts of the metro area.

Battery-buffered stations get around that problem with a workaround that’s almost simple once you see it laid out. Instead of pulling huge amounts of power straight from the grid all at once, they trickle in electricity slowly and steadily during off-peak hours, the kind of low-demand stretches overnight when nobody’s competing for capacity.

That power gets stored in battery packs installed right next to the parking spots. When a car pulls up, the on-site battery dumps its stored charge into the vehicle fast, without the surge ever hitting the city’s actual power lines. That’s how developers get a station open in 12 to 18 months instead of years, and it also lets them dodge the steep fees utilities charge for sudden, unpredictable power spikes.

The city’s blind spot: building codes

Not every charger on this list is chasing profit. The E-470 Public Highway Authority has run free chargers at its Aurora headquarters on Stephen D. Hogan Parkway since 2017, and upgraded the site in 2022 to newer equipment with both CHAdeMO and CCS plugs, now delivering up to 125 kW. The whole setup is paid for by its own on-site solar panels, which generate roughly as much clean power as the chargers give out.

Free charging draws more drivers onto the toll road in the first place, which helps toll revenue and keeps emissions down at the same time. It’s a fairly clever bit of self-funding, when you think about it.

The city runs its own network, too: over 40 public plugs on ChargePoint hardware, spread across locations including the Hyatt Regency garage (20 plugs for business travelers and event-goers), Southeast Recreation Center (12 plugs with dedicated ADA access), Central Recreation Center (8 plugs), Iliff Station Garage (5 plugs reserved for light rail commuters), and the Aurora Municipal Center, where visitors get three free hours. The city keeps those spots turning over, too. Park a gas car in a charging stall, or leave your EV sitting there after it’s finished charging, and you can end up with a citation.

Here’s the tricky part, though. State model codes recommend that at least 20% of parking spaces in new apartment buildings and commercial developments come pre-wired for chargers before construction wraps up.

Aurora currently builds under a 2021 national energy code and a 2023 electrical code, but it hasn’t added that pre-wiring requirement to its own rules yet, and independent reviewers have flagged the city as lagging behind the state’s own targets. The gap matters more than it might sound like on paper.

What this means going forward

Aurora is turning into one of the more connected EV markets in the Rocky Mountain region, between federal highway grants, state equity funding, utility rebates, and battery tech that gets stations open faster than anyone expected a few years ago. Drivers can already charge in minutes along I-225, I-70, and Parker Road, and that list of locations is only going to get longer.

Still, that building code gap is worth watching, because it’s the piece nobody’s fixed yet. Until the city requires pre-wiring in new construction, renters will keep falling behind homeowners when it comes to charging access, no matter how much grant money flows through the corridors.

And as freight trucks along I-70 start going electric over the next decade, the power connections being laid today, not five years from now, near hubs like Aerotropolis and Buckley, will decide how well Aurora actually keeps up with them.
